DPZP Law Firm provides specialized legal advisory services, primarily in the area of public procurement procedures, combining the legal aspects of procurement with the goal to achieve the business objectives of the process. DPZP provides services to all entities directly or indirectly involved in the public procurement process – Contracting Authorities, Contractors as well as organizations of Contractors, Subcontractors and inspection bodies.

An important part of the services provided by DPZP Law Firm is advisory for the Contracting Authorities, covering complex preparation of the procedure and its implementation (preparation of Terms of Reference, preparation of a draft contract) or selected aspects from this area. We provide similar services in relation to procedures other than those regulated by the Public Procurement Law, e.g. procedures of institutions granting financing (e.g. EBRD, World Bank) or internal procedures of the Contracting Authorities. DPZP’s services also include the preparation of legal opinions, analyses, etc.

We assist Contractors in effective participation in the procedure, including the proper preparation of a bid and later clarifications or supplements. We perform audits of competitors' bids, in order to assess the grounds of appeal (as long as the contract has not been concluded, the outcome of the procedure may change). We also handle the preparation of consortium agreements, agreements with subcontractors, etc.

An important part of our practice is the representation of Clients before the National Chamber of Appeal and the Regional Court – the Court of public procurement. We also provide trainings, workshops, webinars.

We provide legal assistance related to the implementation of public procurement contracts (advisory in the area of the possibility of amending contracts, the possibility and manner of its valorisation, the reasonableness of charging a contractual penalty, and on all issues in dispute, including the handling of court and out-of-court disputes).

We advise on the spending of EU funds (preparation and implementation of a required competitive procedure). If, as a result of an audit of a project, there is a risk of the application of financial penalties, we will prepare Objections to Post-Audit Information and, if needed, we will provide the best representation in administrative proceedings in this respect (including those before the WSA and NSA).

We also provide our Clients with corporate services in the field of commercial, civil and labour law.

DPZP Law Firm was established in 2022 by Anita Elżanowska, advocate, who works in public procurement area since 2000. Since May 2009 she has been providing consultancy services in the field of public procurement as: Public Procurement Consultancy Company (DPZP).
